Investment Management Unit
The Investment Management Unit (“IMU”) of the Office of the City Treasurer is charged with the day-to-day oversight and administration of the assets of the City of Hartford Municipal Employees’ Retirement Fund (“MERF”).  The IMU reports to the City of Hartford Pension Commission (“Pension Commission”), through the City Treasurer. The IMU is headed by its Director of Investments and is staffed by an Assistant Director of Investments and a Principal Administrative Analyst.
The IMU advises the City Treasurer and the Pension Commission with regard to all investment-related matters. 
The IMU also assists the City Treasurer and Pension Commission in their oversight of the City of Hartford deferred compensation plan.

TWENTY-SIX CITY TRUST FUNDS
The City Treasurer, as custodian and investor of all City Funds, has depository and investment authority over some 26 City trust funds for purposes as described below.  In general, the City’s trust funds are either testamentary (established by a “Last Will and Testament”) or established by resolution or ordinance passed by the City Council (as, for example, the Hartford Parks Trust Fund). After the Finance Director establishes the fund, any resident or other party can and may give or bequeath funds to these trust funds for the uses described therein. 
 
If any party wishes to establish, or have established, a new trust fund for a particular purpose not contemplated within the scope of the existing trust funds, the City Council has the statutory power to establish a new trust fund for that purpose, consistent with the City Charter and Municipal Code.
